Scandal (Dudikoff) goes undercover in a group of thrill-seekers. The writer of this episode, Steve Mitchell, recycled this script at least three times on different shows, the others being Pacific Blue and The Pretender. In all of them, the protagonist goes undercover in a thrill-seeking group, is initiated by being handcuffed to a chair and having to find the key underwater, and is eventually discovered, handcuffed to a chair again and thrown into the water without the key. I don't know whether this was just an easy script to re-use, or Mitchell liked underwater escapes.
